Units with Arena Type 1 have the following AI:

• 60% chance to use Brave Burst
• 30% chance to target an enemy with the highest Atk
• 100% chance to target a random enemy

In other words, there's 60% chance of the unit with Arena Type 1 to use Brave Burst skill (assuming ideal conditions).
