Units with Arena Type 6 have the following AI:

• 100% chance to use Brave Burst if any party target has under 25% HP
• 50% chance to attack a target with highest Atk
• 100% chance to target a random enemy

In other words, there's 100% chance of the unit with Arena Type 6 to use Brave Burst skill (assuming ideal conditions).
