• 60% chance to BB when HP is under 60% HP
• 10% chance to BB when 3 party members are present
• 15% chance to BB when 2 party members are present
• 20% chance to BB when 1 party member is present
• 20% chance to BB
• 30% chance to normal attack enemy with highest attack
• 100% chance to normal attack random enemy

In other words, there's 44% chance of the unit with Arena Type 8 to use Brave Burst skill. Assuming the best conditions, there's a 74.4% chance to use Brave Burst skill.
