Rakshult is the fifth region in Ishgria that is unlocked by defeating Decay Demon Melord in Forsaken Castle Biorad of Wulgee.
Clearing Weather Tower grants access to Zamburg and Sealed Empty Garden, provided Sealed Ship Graveyard has also been cleared to unlock the latter. Additionally, clearing Sealed Empty Garden is one of the pre-requisites to unlocking Sealed Crystal Cave, the EX dungeon in Zamburg.
