Wulgee is the fourth region in Ishgria that is unlocked by defeating Tech Armor Beiorg in Beiorg Castle of Beiorg.
Clearing Forsaken Castle Biorad grants access to Rakshult and Sealed Ship Graveyard, provided Sealed Forest has also been cleared to unlock the latter. Additionally, clearing Sealed Ship Graveyard is one of the pre-requisites to unlocking Sealed Empty Garden, the EX dungeon in Rakshult.
